This is the same Gerald Kaplan who has criticized Rwanda's govenrment for "the carnage in the Congo, the sad fate of former comrades, intolerance of dissent of all kinds," is it? Or perhaps Yves is offended by Caplan's reference to "a motley collection of white critics [who] call for Mr. Kagame’s violent overthrow, deny the genocide, and dismiss every sign of progress as fraudulent"?
