No, neither Bush got the Prize. Carter was given it during Bush II's first term, I always thought as a rebuke to the latter's policies.
I believe the first US President to get it was Teddy Roosevelt, for negotiating the treaty that ended the Russo-Japanese War and, among other things, established Japanese hegemony over Korea, possibly in exchange for Japan's recognition of American perogatives in the Philipines(depending on how you regard Taft-Katsura). A rather checkered history there, though I suppose he did actually help end a war.

Bush didn't. Obama did-mainly for NOT being Bush, which made the rest of the world falsely assume he'd pull the U.S. out of the Anti-Muslim Wars.

Obviously, the Noble Peace Prize is a bourgeois institution in the pocket of the USA, that has been operating an openly ‘anti-Socialist’ policy since at least 1945.
Liu Xiao Bo has also said in an 88 interview that Hong Kong has a strong economy due to colonialism and China needed colonialism to. He also supported the 2003 invasion of Iraq and pretty much every other war the US fabricated.
