Minister of Canadian Heritage Mandate Letter...from Justin Trudeau

Dear Mr. Guilbeault:

Thank you for agreeing to serve Canadians as Minister of Canadian Heritage........

Create new regulations for social media platforms, starting with a requirement that all platforms remove illegal content, including hate speech, within 24 hours or face significant penalties. This should include other online harms such as radicalization, incitement to violence, exploitation of children, or creation or distribution of terrorist propaganda.

So, the government is planning to announce "All hate speech, radicalization and terrorist propaganda gone from social media platforms within 24 hours of reading this, or you will be severely punished"?

Sounds like something from a bad game-show. And assuming I understand what is meant by "social media platforms", I'd really be curious to know how they're planning to apply this ultimatum to Facebook, Twitter, and YouTube.
