The president and vice president's terms would still expire at noon on January 20, 2021, meaning control of the presidency would go down the line of succession to the speaker of the House (if House elections occurred) and then to the president pro tempore of the US Senate. 

So if the 2020 presidential election doesn't happen, the President on January 20, 2021 would most likely be Nancy Palosi!

I think all the states will be using postal ballots by November 3, 2020.

I agree that the States will likely have to set up alternative ways of voting. One could be a phone ballot or online ballot using a pre-mailed secure PIN or some such system.

This would be devastating to any who rely on low turnout and a boon to those who want a hight turnout.
