Biden to Trump on coronavirus: 'Stop saying false things that will make you sound like a hero'

(CNN)Joe Biden on Friday lambasted President Donald Trump's handling of the coronavirus pandemic, telling Trump to "stop swerving between over-promising, buck-passing, and start delivering protection to our people."

"He's all over the map. In a crisis we need leadership that's straightforward, clear and reliable," the former vice president, who has been home in Wilmington, Delaware, said during a call with reporters. Biden has built a near-insurmountable lead over Vermont Sen. Bernie Sanders for the Democratic 2020 nomination.

Biden said Trump is "behind the curve" and "promising results he has not delivered and announcing actions that he has not even ordered," pointing to Trump's comments that don't match reality on the availability of coronavirus tests and a vaccine.

He also criticized Trump for claiming to have invoked the Defense Production Act, allowing for a government-mandated increase in production of supplies like masks and ventilators -- which Biden had urged him to do -- while not using its authority to order American companies to scale up production.

"When these things don't come through, you exacerbate their concern," Biden said. "Stop saying false things that will make you sound like a hero."

Biden has faulted Trump for failing to put experts on the ground in China as coronavirus spread.

The former vice president laid out a six-step plan for managing the health crisis, starting with making tests for coronavirus much more widely available.

He also said Trump should invoke the Defense Production Act to manufacture masks and ventilators; direct the military to help build hospitals; mobilize the volunteer Medical Reserve Corps to add health care workers to stretched hospitals; make $100 billion available to governors and mayors who need it; and deliver daily updates on the status of coronavirus treatments and vaccine development.

Biden told reporters on the conference call that he is prepared to play a much more active role in responding to Trump's handling of the crisis. He said his campaign is working to set up the capability for Biden to broadcast live from Delaware on a regular basis starting as soon as Monday.

He said he wants to be in "daily or at least significant contact with the American people and communicate what I would be doing, what I think we should be doing, and how we should be doing it."

Biden said he has been in contact with governors, mayors and House and Senate Democratic leaders. He singled out Washington Gov. Jay Inslee and said New York Gov. Andrew Cuomo, who on Friday ordered all non-essential workers in his state to stay home, is "doing one hell of a job."

Biden's public remarks have focused much more on the health-care-related elements of the coronavirus response than the economy.

But on Friday, he urged Congress and the White House to "surge dollars into the economy" to help workers and small businesses. He said big businesses that get federal government help need to meet "their obligations to the community" and cannot be allowed to use that money for stock buy-backs or benefits for executives.

Biden also called for a halt on evictions for those who miss rent or mortgage payments.

Two better avenues of attack would be on specific actions taken that shouldn't have been/not taken that should have, or cases where Trump is insensitive/inhumane in responding to the crisis (for example his comment about wanting to keep people on the cruise "to keep the numbers down").

I would not put too much stock in this but I think it is worth pursuing. Especially in the context of multiple republicans unloading stock before their secret briefings became public.

Coronavirus: US-China battle behind the scenes

The president and secretary of state have both denounced China for its failings in the initial handling of the outbreak. But Chinese spokesmen have utterly rejected any idea that they were less than transparent about what was going on. Meanwhile, social media in China has spread stories that the pandemic has been caused by a US military germ warfare programme; rumours that gained considerable traction. Scientists have demonstrated that the virus structure is entirely natural in origin.

But this is not just a war of words, something more fundamental is going on.

Earlier this month, when the US announced that it was closing its borders to travellers from many EU countries, including Italy, the Chinese government announced that it was sending medical teams and supplies to Italy, the country at the leading edge of the coronavirus pandemic. It has sent help to Iran and Serbia too.

It was a moment of huge symbolism. And it was an indication of the information battle that is being waged behind the scenes, with China eager to emerge from this crisis with renewed status as a global player. Indeed, it is a battle which the US - at the moment - is losing hands down. And the belated despatch of a small mobile US Air Force medical facility to Italy is hardly going to alter the equation.

I have been, like many others, trying to calculate the President's advantages and disadvantages. This has lead me in real time to alter my points of view as things change rapidly. I think those who think Trump is secure are accurately enumerating his advantages. I think they are also not wrong about the problems the Democrats face and the weaknesses of the leader. However, I have not come to the same point of view as many who think Trump will win. It sounds like a contradiction. I do not see it that way. Here is why.

Trump, despite his advantages, has a some critical weaknessess that can lead to the end of his presidency.

1 Overplays his hand

First, this is a man with poor judgment who overplays his hand. In moments of strength, he squanders his many advantages instead of using them. He doubles down on losing arguments that lose him ground. His excesses remind people of what he is. Some restraint would put him in a very strong position but he thinks that is for (choose your favorite Trump epithet). Trump has a tendency to troll his opposition believing he is not vulnerable,even as he risks making his most marginal (and still necessary) supporters uncomfortable.

2 He does not take care of his supporters

Second, he misreads the situation and his transactional reputation is incorrect. Trump does not do transactions: he does robbery. Trump fails to understand what the other side needs and wants. This misunderstanding and tendency to want to win leaves increasingly reduced tendencies to give him what he wants. Strong leaders usually understand very well who they need support from and what those people need in order to secure it. Trump has a vague idea of this and has played evangalists and others to his advantage. However, he is increasingly inept at this due to his hubris and cult adoration that has led him to think he is not vulnerable. He has damaged supporters excessively due to policies that did not take account of who he needs to support him. His adoring crowds do not show the unease that is growing among a minority of supporters who gave him his narrow victory. His personal desire to come out on top means that he has had petty fights with many of the people he needs support from (more on that later).

3 He lacks flexibility - moves too slowly to pivot away from losing propositions

Third, we have watched Trump parlay a message and formula of success. However, we have also noticed that he is inflexible and that this formula is not modified by events. He is slow to back down on losing propositions and has retained the same limited talking points he had in 2016. Strong leaders normally have enough flexibility to have their messages evolve and their themes remain current. There is no indication that Trump can pivot without first leaving a track record of failure due to his resistence. The losses add up. Trump could survive most things in the moment through denial and lies. However, large scale disasters that evovlve over long periods have a way of exposing lies and Trump is facing one of those. 

4 Cannot see his opposition becuase he drove it underground

As with any power derived from fear, growing opposition is invisible. Opposition either conspires in secret or simply grows unspoken in the minds of people who grow skeptical. This opposition learns from the example of others not to surface until it is sure it can win. It undermines in ways that preserve the anonymity of the participants making the target increasingly at risk of leaks timed to hurt the most. There is no question that there will be some who shot their bolt during the impeachment period but there will be others who did not beleive that process could work and preserved themselves for a later surprise. Meanwhile Trump is emboldened by his core supporters and the lack of opposition where he has driven it underground. Especially dangerous for Trump is that his most ardent political supporters are reading the tea leaves and they will stay with him until the moment he becomes a liability. Many of these people are in a transactional relationship with Trump based on utility more than friendship. The moment they see Trump as a liability is the moment their loyalty will crumble. No doubt this calculation is made daily. This utility is like a massive edifice that is rotting from the inside. If the public turns on Trump, his political supporters won't want to go down with the ship. Loyalty from a core cult of supporters who would die for him cannot save him if his broader base loses even 10% as he had no support to spare. To make things worse, Trump only allows informaiton that is of his own mindset to filter towards him. The fake news concept that successfully undermined other infromation and built a cult, risks him being completely blind-sided.

Another point I can mention is that opinion polling measures enthusiasm more than support since most supporters (other than the enthusiastic) will not respond to polls. Trump becuase of his style may have the most enthusiastic cult like followers to keep the polling numbers up even as his more quieter base erodes. This is the group who was not answering polls that moved to Trump in 2016. Polls today will not track them abandoning him either.

5 Trump's method of unifying his base is to attack everyone else

Trump has nowhere to earn new support. Other than his core base of support he has attacked literally everyone else. Usually leaders lose support as they govern. Trump has been adept at not losing much of his initial support so far but it is an inevitable process. Most leaders come in with some support to lose. Trump's victory was much narrower than he has ever been willing to admit and his alienation of any who has not always been in his corner has left him vulnerable.

6 (ETA) Some of Trump's support of 2016 may be chronic opposition due to the situation in the economy

Trump has strong support from a base that reads right wing media and believes anything he says. This group is not enough to re-elect him. They pump up polls and the right wing press constantly talk to the same group. But the critical group is the people who supported Trump out of frustration. This group may vote against any government until things change. Some of the anger that brought him to power is an anti-government opposition that may vote against any incumbant unless things change. Now Trump represents that government that is not helping. This is chronic opposition will almost always vote against the government in power. A government normally grows some support to replace these people. There is little sign that Trump has done this. You could see this element as an extension of the above or a problem on its own.

If FEMA can only give New York 13% of the ventilators it needs now where does htis lead?

1) Many states not yet affected  will soon need them

2) This is the start and as more are infected on an exponential scale demand will grow

3) demand for ventilators grows even as the number infected stabilizes as people need it in later stages of the infection

Unlikely he can fire him.

Trump usually waits for the person to be out of the limelight and then fires the person. Fauci is in line to be fired. 

He may not get fired, though, becuase it is unlikely Trump will remain President past Fauci being in the limelight. I do think this crisis will be reduced by November but I do not think it will fade from attention or go away. Fauci will remian a prominent figure. Trump would have to fire him in the middle of a crisis which could revive a Senate vote on impeachment.

However, Trump berates and abuses administration people he is not getting along with. Fauci could decide to take a 6 month vacation until a new President is installed (if he makes the calculations I made in my post above). Fauci could quit due to the abuse. He has been an advisor to every President since Reagan but may determine that the public health is best protected by resigning and embarassing Trump than enabling him. A break could become essential if he is being abused.

I suspect that as the election draws closer people who wanted to survive Trump could start to resign becuase they know they cannot survive a re-election if that happened and if Trump goes this is not a long career interruption. Some of these people may also feel the need to be less tainted by the Trump administration when trying to survive post-Trump. A high-profile resignation could allow that transition. Once the most senior officials believe that Trump is going to lose they may choose resignation as the only way of preserving either their careers or positions in the Republican party. The calculations made to survive a 4 year Trump Presidency may reverse as people start thinking of surviving a post Trump period where the Republicans will want to rebuild leaving Trump behind them.

Some of these people can simply hedge their bets and resign for "family reasons" and later redefine that if the wind blows hard against Trump and return if it does not.

I do not think Trump believed the Chinese and I do not think anyone else does either. It was clear that the Chinese were not being straight or sinply did not know how bad it was going to get and that their statements were puffed up on political optimism at best (like Trump this week).

I believe that the Chinese initially did try to suppress knowledge of this while trying to find out about it. This is not difficult to surmise when it is the typical response of government with a looming disaster: find out what and how bad it is before you let anyone know and panic. Every government since China faced this has done the same in their jurisdiction - even though they had much more knowledge than China did at the outset of their problem.

Trump's reaction to the Chinese initally was more a function of denial and resistence to doing anything for the people than it was trust in what he was hearing. The world has seen a demonstration in denial by every single major government that has faced this so far. This is not about ideology this is about the tendency of governments to want to keep control of informaiton until they can study it and the rapid pace of this virus that does not allow that tendency to be a success. The main differences in response we are seeing once the virus settled in outside China, has been ideological and practical or a combination. Practical in that countries were facing this without the means to prepare and chose to deny to downplay their inability to respond hoping the crisis would not be so bad. ideological in providing as little support to people as possible favoring business and wealth over the needs of the wider public. 

I do not include China in the above becuase they were the first to face it as it emerged and I think that fact delayed them getting informaiton and prolonged the period of supression of information. I also do believe that the Chinese government instinct does include suppression of information and I am not ignoring that. However, I think that many other governments would have come to the same strategy until knowing more. In China there are more means that the government has to suppress informaiton but I would not want to minimize the means used by other countries or the tendency to suppress information about something the government has not yet learned enough about. 

Some of this difference in approach is also cultural. In China and some other countries there is a greater sense of the need for public security and desisive action than  the emphasis on personal freedoms and information even at cost of being unable to respond to the public interest. This seems to be changing somewhat butthe difference is there. For this reason it is easier to get away with a simpler, cruder suppression argued to be in the public interest. In countries like Canada and the US there is no such tolerance. Suppression of information here when government wants to employ that tactic is much more subtle and artful. It often includes a patina of process where secrets are made and enforced through law deemed to be in the public interest.

What I am saying is that if this virus appeared soemwhere else in the world than China, I do not think you could presume that the reaction to suppress and misinform would have been different in substance even if the style would match the local political culture and type of government and media.

You see, for example, subtle differences between Canada and the US on this. Canada traditionally restricts more information as secret, sometimes by simply not creating uncomfortable information in the first place. The US has provided often greater access to information but wrapped it in layers of misinformation and propaganda. In their case the individual right to get the information is respected but so is the "right" to make up any BS you want and sell it alongside. You see how even our local North American differences in hiding things differ. The differences in style are greater with other countries leading North Americans to believe that those countries are markedly more secretive than we are when that is not always the case.

Meanwhile North Americans have not realized how much they relied on investigative reporting rather than government volunteering disclosure. This process has collapsed due to weaker media due to financial constraints and more biased media supporting more actively the views of a more limited audience and ownership expecting political loyalty to a cause over real infromation. The demand for investigative reporting is declining at the same rate as the financial support it is getting even as the need for it increases. The result is that the suppression of information has become more subtle, hidden and effective here than it was at its peak a generation ago. There is a great deal more uncontroled public information of low quality. There is a great freedom to share to smaller and smaller audiences poor quality information just as higher quality information is becoming harder t find and literaly buried. The promise of avoiding the bias of the mainstream has given way to an increased ability of shadowy groups to manipulate what the public thinks is real. The reality that it was not free and accurate infomraiton before and it still is not now has not dawned on everyone. Too many want to choose between either a past thinking it was better than it was or a present thinking that it is an improvement.
