They weren't "unprepared", though that is the line they'll be using. They actively welcomed the neo-Nazi occupation into the Capitol. Like all American police forces, Capitol Police are apparently dominated (the word "infiltrated" no longer suffices) by organized white supremacists, to which their allegiance is much stronger than to their actual job.
