Without a fundamental reform of the Security Council system giving more power to the UN to maintain the "peace" is an oxymoron. The real question for me is what grouping of countries is going to force the American military to stop its incursions into Afghanistan, Syria and its aggressive behaviour on the borders of Russia and China. Any UN lead initiatives that do not include telling the US military it must begin to contract into its own borders is not going to achieve global peace.

It seems to me that Putin's speech was mostly a run of the mill speech in favour of the the kind of social democratic systems we already see in countries like Denmark, Finland, Sweden, Norway, the Netherlands, Belgium, Switzerland, France, Austria, and Germany.  Trudeau Jr. may not be the sharpest tool in the shed but Canada still comes closer to meeting the social democratic ideals Putin mentioned in his speech than Russia does. It seems to me that Putin's Russia resembles Biden's U.S. much more than it does a social democracy like Denmark's.

Like Russia we are a country were all major economic decisions are made by the corrupt oligarchy that run our national mining and oil industries with the SNC-L crown jewel of being the most corrupt engineering firm on the planet.

I was thinking of social democracy in the sense that Putin was talking about it in his speech, as the ability to universally access social supports such as health care, education, social assistance, careers, housing, recreation, etc.... In this sense I think Canada is more social democratic than the U.S. or Russia. I think oligarchs are greatly in control of Canada, the U.S., and Russia, and probably other social democratic countries too since social democracy also accepts capitalism as a driving force of the economy along with government.
