In addition to suburban idiocy (carcentrism, a form of ecocide) this plan would do much to deteriorate historic districts in the city, especially the more modest ones in the Lower Town, though their heritage value is just as important as the grander ones in the Upper Town.

The last time I was in Quebec City years ago we stayed at a hotel in Levis and took the car ferry over to the old city. I loved it as a tourist experience especially the sunset from a small park on the river on the Levis side looking up at La Citadelle and the Chateau.
When it comes to roads and freeways it is a field of dreams, build them and they will come. So this stands to benefit the Consevatives in this election. Fascinating.
Fortunately there has been a backlash against the Bloc leader's support for this wasteful and retrograde idea.
I've always loved this ferry, and also the one at Tadoussac. What Québec and the region (also on the south shore) need is better public transport. Sad to think that Québec had a tram system many decades ago.
