Yes, and Chevron Canada is drilling in 2600 metres of water off the coast of Newfoundland and Labrador; while their operations are being carefully scrutinized by the C-NLOPB, accidents can still happen and this well is in far deeper water than the Deepwater Horizon well. Chevron has already admitted in a 2005 report that if a large oil spill were to take place, wind and wave conditions would prevent them from recovering any more than 2 to 12% of the oil spilled.
All this and Esso wants the National Energy Board to waive the regulation that forces them to drill a same season relief well in the Beaufort where the recovery of spilled oil is far less likely and far more likely to damage very fragile ecosystems.
