According to Kevin Grandin, rabble blogger who went through all the Election Canada rules governing third party advertising “the answer is to that question is clearly NO.” According to Grandin, the election handbook states clearly that:

       The following are not election advertising:

  • Messages sent or posted for free on social media platforms such as Twitter and Facebook
  • Messages sent by e-mail or through other messaging services (including texts sent through a cellular or mobile network)
  • Content posted on the third party’s website

However, what are the lines?  What if your organization is planning to spend over $500 on getting people to vote, and promoting a particular party?  Kevin Grandin’s great post navigating the rules is a great place to start, and then if you want to be really, really sure, consult an elections lawyer.
