I know the article deals mainly with the GTA, but the trend is national. Instead of allowing people to settle permanently, we seem to be increasingly bringing people in as temporary workers. I get the sense from the article that this is a matter of policy rather than just a matter of the desire of people who want to work in Canada.

Ottawa let in 87,136 new permanent residents – family members, skilled workers and refugees – to the GTA last year, down from 112,840 in 2005. Canada-wide, the number of new permanent residents dropped to 236,758 from 262,240 in 2005.
